Creating Test Communication Files for California 1095-C Records

Important:  If you are submitting 1095-C records to the state of California, you must first register at Minimum Essential Coverage Information Reporting Program (MEC IR)

Once registered, you must submit test files to validate your CA-TCC. Follow the below steps to create/send these test files.

In the INS: Employee 1095-C Report window, do the following:

  • Select the 1094-C State Electronic File output type.
  • Select either the Employee Resident State or Employee Taxable Wages State filter–it does not matter which one you select because the test file contains hard-coded specific employee information).
  • Select CA from the state drop down list.
  • Enter the current tax year.
  • Enter the CA-TCC that was assigned to you in the TCC field.
  • Select the Generate Communication Test check box.
  • Click Create.

A Manifest and Request file (similar to the IRS) is created. Take note of the SubmissionId in the Request file (this is required when creating the test correction file).

Submit the files to the MEC IR. Once accepted, go back to the Transaction History and copy the Receipt ID of the submission (this is required when creating the test correction file).

Return to the INS: Employee 1095-C Report window, and create the test correction file:

  • Select the 1094-C State Electronic File output type.
  • Select either the Employee Resident State or Employee Taxable Wages State filter–it does not matter which one you select because the test file contains hard-coded specific employee information).
  • Select CA from the state drop down list.
  • Enter the current tax year.
  • Enter the CA-TCC that was assigned to you in the TCC field.
  • Select the Generate Communication Test check box.
  • Select the Correction File check box
  • Click Create.

A pop-up window is displays where you enter the Submission ID from the original file, and Receipt ID from the accepted file.

Click Proceed to create the Manifest and Request files.

Submit the test correction file to the MEC IR.

Once accepted, you must send the accepted Receipt IDs of both the original and correction file through the website for evaluation and assignment of your new TCC.
